Three-Phase QC Program
  • Toro's Three-Phase Quality Control Program: Our QCM Program is divided into three phases for each "Definable Feature of Work" (DFOW).
  • A DFOW is a task that is separate from other tasks and has unique control task requirements.
  • The Contractor (KTR) is responsible for compliance with all Three Phases of the Quality Control Program.
  •  Each control phase is an opportunity to prevent problems and costly rework

  • Toro's Three-Phase Quality Control Program: Our QCM Program is divided into three phases for each "Definable Feature of Work" (DFOW).
  • Phase 1 - Preparatory
  • The Preparatory Phase is performed and documented prior to starting the DFOW. The preparatory process pays dividends by locating and resolving conflicts in advance of construction.

    Phase 2 - Initial
  • The Initial Phase is performed and documented at the beginning of each DFOW.
  • This is an opportunity for the contractor to get the work off to a proper start in compliance with contract requirements and to establish standards and quality of workmanship. 
  • All parties validate testing procedures and compliance with safety standards in order to achieve preventative control and to reach early agreements on quality.
  • Phase 3 - Follow-Up
  • In the Follow-Up Phase, the contractor performs surveillance, inspection and documentation of each DFOW to determine continued compliance with the contract requirements and quality of workmanship that was previously confirmed during the Preparatory and Initial Phases.
  • This Phase is performed on a routine (often daily) or predetermined basis as reasonably required to ensure contract compliance.

  • Safety is the cornerstone of every Toro project. We are committed to creating a company-wide safety culture that is embraced by all associated with our projects. Our leadership sets the example by their commitment to open communications, daily documentation, individual training on all levels, and proper chain of command
  • 2. Basis of our Safety Plan: USACE's EM 385-1-1 and NAVFAC's Safety Health Handbook
  • How do we accomplish this goal? Toro incorporates all relevant safety portions of EM-385-1-1 and NAVFAC's Safety Health Handbook to build its site-specific Safety Plan. We prepare our Safety Plan for each project regardless of whether it is a preconstruction requirement or not.
  • 3. Individual Participation
  • Toro emphasizes every individual's responsibility to ensure a safe workplace for themselves and their co-workers, our customers, and any visitors to our project site.
  • 4. Safety is Everyone's Job
  • We make a daily company-wide commitment, from senior management to each individual worker, to insure the safety of everyone on the jobsite. Toro's official safety standing order is: "Safety is everyone's job."

    5. Risk Identification, Monitoring, and Mitigation
  • Every project, no matter how large or small, carries certain inherent hazards that can be avoided with proper planning and training. Our risk management includes the identification, assessment and constant monitoring of any and all safety risks. Risk management's objective is to ensure that safety issues are prioritized above all else, while cautiously moving the project forward to a successful and timely completion.
  • 6. Weekly Safety Meetings
  • Weekly Safety Meetings are held onsite and detailed documentation is provided for everyone's review. Our Safety Meetings are held in an open forum where all involved in the Project are encouraged to engage in open and frank communications regarding any safety issues.
  • 7. Sample Safety Plan
  • A copy of our Sample Safety Plan is available upon request.
